كلمة الرئيس مبارك أمام الدورة العادية السادسة لمؤتمر الاتحاد الافريقى
" فخامة الاخ العزيز الرئيس عمر البشير
أصحاب الجلالة والفخامة
السيدات والسادة
أود فى البداية ان أعرب عن التهنئة لفخامة الرئيس عمر البشير ولحكومة وشعب السودان الشقيق على استضافة هذه القمة الهامة وانتهز هذه المناسبة لاتقدم بتهنئة مماثلة لاخوتنا فى جنوب الوادى بمناسبة الاحتفال بمرور خمسين عاما على الاستقلال ومرور عام على توقيع اتفاق السلام الشامل وانه لمبعث سعادة حقيقية لى ان تنعقد هذه القمة الهامة على ارض السودان بما لمصر من علاقات تاريخية وثيقة بكافة
ابنائه ..علاقات ضاربة فى عمق الزمن عمرها هو عمر نهر النيل تستمد عمقها من عمقه وثراءها وحيويتها من ثرائه وحيويته .
كما اود ان اتوجه بخالص الشكر والتقدير لفخامة الاخ العزيز الرئيس اوباسانجو على دوره فى قيادة الاتحاد الافريقى خلال فترة رئاسته وعلى نشاطه وجهده الدؤوب فى تعزيز مكانة الاتحاد على الساحة الدولية بالتعاون مع الاخ العزيز البروفيسور الفا عمر كونارى رئيس المفوضية الافريقية .
اصحاب الجلالة والفخامة ..
ان تخصيص هذه القمة لبحث موضوعى التعليم والثقافة انما يعكس اداركا يعى اهمية العنصر البشرى فى تعزيز جهود التنمية الشاملة بالقارة ولقد قطعنا فى افريقيا شوطا طويلا فى دعم التعليم والثقافة .. وحققنا انجازات عديدة وامامنا شوط اخر لنقطعه فى المرحلة المقبلة.. معتمدين على جهودنا الذاتية وعلى دعم شركاء افريقيا الدوليين خاصة منظمة اليونسكو التى نسعد بحضور مديرها العام السيد
ماتسورا لاعمال هذه القمة الهامة لدول الاتحاد الافريقى.
ولاشك ان اى محاولة جادة للنهوض بمجتمعاتنا الافريقية لابد ان ترتكز على بنية قوية ومتطورة لمنظومة التعليم والثقافة والبحث العلمى لراب الفجوات الرقمية والعلمية الاخذة فى الاتساع بين العالمين النامى والمتقدم .
ولقد عكست نتائج تقييم العقد الاول للتعليم فى افريقيا الاسبوع الماضى بأديس ابابا ان النتائج المحققة لازالت دون تطلعات شعوبنا ونأمل ان نتمكن فى العقد الثانى- الذى ندشنه خلال هذه القمة-من ان نأخذ فى الاعتبار الدروس المستفادة من العقد الاول وان نترجم الاهداف الطموحة التى نسعى اليها..الى حقائق ملموسة يشعر بها المواطن وينعم بثمارها.
ولقد تعاملت مصر مع قضيتى التعليم والصحة باعتبارهما ركيزتين اساسيتين للتنمية البشرية..وبذلت جهودا دؤوبة-ولاتزال-من اجل توسيع قاعدتهما والارتقاء بجودة مايقدم للمواطنين فى اطارهما من خدمات. كما حرصنا فى مصر على تحقيق المساواة فى الحق فى التعليم بين الجنسين من جهة وبين الريف والحضر من جهة اخرى.
وقد حرصت مصر على فتح ابواب جامعاتها امام شباب وشابات الدول الافريقية الشقيقة..فاستضافت قرابة 20 الفا من الطلاب الافارقة فى اطار المنح الدراسية التى تم تقديمها فى السنوات العشر الاخيرة كما اوفد الصندوق المصرى للتعاون الفنى مع افريقيا نحو 300 من اساتذة الجامعات والمدرسين-خلال ذات الفترة-للعديد من دول القارة.
ومن منطلق الحرص على وضع امكاناتها وخبراتها فى خدمة اهداف التنمية فى افريقيا اعلنت مصر مؤخرا عن مبادرة تستهدف توفير التعليم المتطور لقادة المستقبل

Address by President Mubarak to the Sixth Ordinary Session of the African Union Conference
His Excellency Dear Brother President Omar Al-Bashir,
Majesties and Excellencies,
First of all, I would like to express my congratulations to His Excellency President Omar Al-Bashir and to the government and people of brotherly Sudan for hosting this important summit. I also seize this opportunity to extend similar congratulation to our brothers in the south of the Valley on the occasion of celebrating the fiftieth anniversary of independence and the first anniversary of the signing of the Comprehensive Peace Agreement. It is a source of real pleasure for me to see this significant summit convene on the territory of Sudan, in view of the close historical relations Egypt maintains with its people. These time- honoured relations are as old, as deep, as rich and as dynamic as the river Nile itself.
I would like also to express my sincere thanks and appreciation to His Excellency Dear Brother President Obussanjo for his role in leading the African Union during his presidency as well as for his active and perseverant efforts, in cooperation with dear brother Professor Alfa Omar Conari, President of the African Commission, in enhancing the standing of the Union on the international arena.
Majesties and Excellencies,
The dedication of this summit to the discussion of the subjects of education and culture reflects a deep recognition of the importance of human resources in boosting comprehensive development efforts I the Continent. We have already made good progress in Africa towards enhancing education and culture. While several achievements have been made, we still have more to be done in the upcoming period, relying on our own self-help efforts, in addition to support by Africa's international partners, particularly UNESCO. On this occasion, we would like welcome the presence of its Director-General Mr. Matsura at this important summit of the African Union.
There is no doubt that any serious attempt to advance out African societies must be grounded on a robust and advanced infrastructure for the education, culture and scientific research systems with a view to bridge the digital and scientific divide that is increasingly widening between the developing and advanced worlds.
The assessment results for the first decade for education in Africa released in Addis Ababa last week showed that the results already achieved still fall short of our peoples' expectations. We hope through the second, to be launched in this summit, to take into consideration the lessons learned from the first decade and to translate the ambitious goals we seek into tangible realities that citizens can feel and enjoy.
In this respect, Egypt has addressed both the education and health issues as basic underpinning of human development and has been exerting perseverant efforts to expand its base and improve the quality of all related services rendered to citizens. We have sought also to ensure gender equality right in education, on the one hand and rural-urban equality on the other.
Egypt has also shown keenness to open its universities to young men and women from brotherly African countries, hosting around 20,000 African students in the framework of scholarships offered over the past ten years. The Egyptian Fund for Technical Cooperation with Africa has sent around 300 teachers and university professors to several countries of the Continent over the corresponding period.
Emanating from the keenness to place its potential and expertise in the service of development goals in Africa, Egypt has recently declared an initiative designed to provide advanced education for leaders of the future.

Majesties and Excellencies,
First of all, I would like to express my congratulations to His Excellency President Omar Al-Bashir and to the government and people of brotherly Sudan for hosting this important summit.
