At the 60th anniversary of the release of international law of human rights and in the celebration of this occasion, the international Association of democratic lawyers held an international global conference in Paris in which many international organizations were present for the enhancement and support of human rights in the world.
At the opening ceremony of this conference, Dr. Rifat Moustafa, the representative of the Arab Lawyers Union to U.N.O, gave a word of supporting human rights in the world and uncovering the existing faults, treating them, and supporting the UNO for developing the human rights and directly empowering them.
The following is the text of that word:
Mr. PRESIDENT
Ladies and gentlemen, members of the international organizations.
Dear colleagues at the international Association OF democratic lawyers
I will briefly talk to you about the present situation of the breached human rights all over the world and I will specially mention certain areas, then I will show what's going on in a conflict between law and politics and present my suggestions:
First: the US president Bush led an aggressive war against nations and committed crimes against human rights in the world and within the USA too .
He was leading the evil against humanity; where he killed more than 2 million people and pushed American soldiers to death, these soldiers have families, mothers and children. They were killed not for defending USA, but for only that Bush and his team get their personal benefits related directly with oil.
"Bush, Gondaliza Rice, Rumsfield and others own oil companies in America and Europe. There is a comprehensive research released here in Paris by European researchers who uncover these companies and wars made by Bush and his team for stealing petrol in Iraq and for other purposes in Afghanistan The research concluded that the blood of the American soldiers was for oil.''
So, Bush destroyed other nations, killed their people and also destroyed the USA socially, economically, military and politically.
Then he's and his team is criminals who pushed USA soldiers to commit war crimes against civilians and for this they breached the human rights which USA signed on them as an international treaty which commit it with all its contents.
For protecting himself, with his team and the USA soldiers who committed war crimes by his orders he issued a law which prevents the suing of USA soldiers before the Iraqi courts, also he concluded more than 100 treaties with the countries of the world to avoid the handing of USA soldiers wanted for war crimes or crimes against humanity to any court especially the international criminal court and the contracting countries can't trial these soldiers too.
As long as Bush, his team and soldiers are committing war crimes of killing, destruction, rubbery, rapping and all other crimes against humanity and as long as the USA constitution adopted the human rights within the USA and abroad , also as long as human rights , the rights of civilians under war and all the commitments of the occupation forces were shown in international treaties and the USA is a part in these treaties starting from the UNO convention , and the 4 treaties of Geneva along with protocol 1 & 2 annexed to the above 4 treaties of Geneva and the international declaration of human rights and all other international treaties .
Based on the above I call the USA lawyers to sue Bush now while he's still in power because of the crimes committed against USA people and against the world nations, and I confirm and sure that the Pakistani's lawyers are not braver than American counterparts .
Therefore, I you to start studying and collecting evidences of crimes to sue Bush and also I want the international organizations present here especially the International Association of Democratic Lawyers, which sponsoring the 60th anniversary of human rights to support the American lawyers and to announce that any law preventing the suing of a criminal is invalid and void according to the international and regional laws.
Second: the Israeli terrorist leaders are committing crimes against humanity in their siege to Gaza: it’s a crime of genocide.
Yesterday a case was raised before the international criminal court against the Israeli terrorist leaders to sue them for their crimes committed in Gaza strip according to international law and all human rights laws
Those who raise the case are the Arab, American and European lawyers.
We as men of law and human rights organizations should support this attitude to confirm and insist the suing of these Zionist terrorists to have them fairly punished, along with all those who commit crimes against humanity and we also request to remove siege of Gaza according to international laws based on the human rights which all countries are under them and under the treaties of Geneva.
However, does the matter ends at siege and the crimes committed under it?
Gentlemen, the head of the USA chief of staff visited Tel Aviv on 8/12, i.e. since 2 days, and yesterday the EU elevated the level of political relations with Israel and it seems that the plan of Sharon to invade Gaza and to kill the Palestinians is very soon based on what we see in the horizon especially that the plans became clear, it’s a siege and hungering, slow death and then a military attack.!
Ladies and gentlemen: when we see the EU is elevating the level of political relations with Israel to support Israeli terrorist leaders;
We find that the Arab, American and European lawyers raising a case against the Israeli terrorist leaders because of crimes committed against humans in Gaza we see in this action that the political leaders in Europe are against human rights and against law and they are supporting the Zionist terrorism in killing Palestinian people while the people of law are really seeking the application of law and striking the hand of the criminal in supporting of human rights; The case that was raised yesterday before the international criminal court against Zionist terrorists is an evidence for that action ?!.
Are the political leaders against human rights and against law?
Does not the law specify the path of politics and its limits? Does it?
Then the European attitude we saw today is a shame.
we should condemn that action , and the political leaders should apply laws and international conventions , they should stop dealing with Zionist terrorists , enforcing them with the 4th treaty of Geneva to remove siege on Gaza and supporting human rights.
Third: the world's peace requires working; it's not only a dream which we can't achieve
We should struggle for peace and stand in face of those who commit crimes against humans from one side and support the co-operation among nations for better human life from the other side
I see that the existing problem between politics and law is creating a wide gap in wasting human rights , the politician has a power and supports the violence in wasting human rights as Bush did and the Zionist terrorists always did ;but The law man has the control of law which was agreed upon by the countries and nations of the world , It is his means to achieve the international peace and removing the focuses of tension fired by politicians
So as men of law we should confront politicians with facts ; that man in any place over the earth should have his rights protected according to international laws, treaties and regional laws of each country
Also We note that the UN which has the obligation to save international peace and security is controlled by the USA administration through the international Security Council, international fund and other agencies and branches ;The USA administration used what we indicated politically to waste human rights in the world.
Therefore I suggest to establish international peace committee of non governmental organizations especially the international Association of democratic lawyers to work with the UN secretary general to help him in spreading the peace based on regional and international law and to uncover the policy which violates human rights and supporting the UN with studies about crimes committed in the world to bring the criminals to international courts to have their fair punishment and; protect the international peace legally in parallel with international political affairs in a fashion that saving the human rights , international peace and security and pushing the international cooperation among the nations of the world for better human life.
