أما الرأي الثاني فيقول بأن تاريخ الدبلوماسية يرجع الى عهد الكرسي البابوي حيث كانت الخطوة الاولى للدبلوماسية في ايطاليا قد خطتها الدبلوماسية البابوية، ودبلوماسية المدن الايطالية ( و خاصة دبلوماسية البندقية). لكن الثابت أن الدبلوماسية كانت في كل العصور ولا تزال ذات اهمية كبيرة ومستخدمة بصورة فعالة وأصبح دورها من اهم الامور المحركة للسياسيين بعد الحرب العالمية الثانية وبعد الاثار المدمرة التي خلفتها هذه الحرب، حيث اصبح توجه البشرية الى زيادة الاهتمام بالسلام ومعالجة أية خلافات عن طريق الحوار والتفاوض والعلاقات المتبادلة بدل من استخدام العنف والحروب بين البشر
