Currently, the EU's three main institutions employ approximately 4,000 interpreters and translators. Another 1,500 freelancers are also used. This costs EU taxpayers close to 1 billion euros ($1.3 billion) each year, "less than one percent of the total budget," as the European Commission likes to stress.
Even with all this money, the EU is short of people, particularly those who are fluent in less frequently spoken languages. One way around this is to use a relay system. An interpreter who translates from English into Dutch might use the translation of an English-speaking colleague for a politician who is speaking Greek, since Greek to Dutch translators can be hard to find. This demands high precision, speed and concentration during live events such as meetings or press conferences.
كما أجريتُ بحثاً مطوّلاً عن إمكانية التعاون مع دول المفوضية الأوروبية ، و إليكم خلاصة ما توصلتُ إليه :
- تقوم وحدات الترجمة المختلفة التابعة للدول بإجراء نسبة كبيرة من أعمال الترجمة و الترجمة الفورية ، و يتم الاستعانة بالمترجمين الأفراد ( و يفضل المكاتب ) من المترجمين المستقلين لتغطية الحجم المتزايد من العمل .
- تطرح وحدة الترجمة الخارجية ( External Translation Team- Unit S02 ) مناقصات من حين لآخر للأفراد و للمكاتب ، و يمكن الإطلاع على أحدث المستجدات على موقعها على الرابط التالي :

We are a multinational team of linguists and secretaries in Brussels and Luxembourg who handle the Translation's
DGT's relations with its external translators. About one fifth of our work is done by freelances all over the EU. We recruit them, assign work to them, give them the information and back-up they need, carry out quality checks on their work and, of course, pay them.

كما عثرتُ على تقرير صادر في 27 فبراير 2007 عن لجنة المدققين في تكاليف الترجمة التي تكبّدتها المفوضية و البرلمان و المجلس الأوروبي ، و أنقل أدناه أهم النقاط الواردة فيه:
NOTES with satisfaction that the Court of Auditors stated that the institutions have generally met translation needs in the EU-15 languages in required quality inter alia by recourse to freelance translators;
WELCOMES the quality controls carried out by the Commission whereby it divides translations into five quality categories as well as making random checks;
NOTES with concern the fact that the productivity of the EU translation services is much lower than in the private sector, partly due to more effective use of IT tools in the private sector, although the quality of internal translation is recognised to be higher; NOTES also, while acknowledging specific constraints such as a significant number of urgent requests due to the specificity of the Council's working methods, legislative texts and other documents where the Council acts as the last link in the legislative chain prior to approval and publication, that the Council's productivity is systematically lower than that of the Commission and the Parliament.
REGRETS that it was not possible for the institutions to recruit enough translators in EU-10 languages which has resulted in quality and deadline problems in the EU-10 translations; RECOMMENDS that sufficient EU-10 translator resources should be ensured by measures increasing awareness and fostering interest in the Community's translation activity in the EU-10 Member States and other Candidate Countries; RECOMMENDS that similar measures be taken for Bulgaria and Romania.
NOTES that in year 2005 according to the Court, 11 million euros of freelance
translation costs could have been saved by the Commission and by the Parliament by giving the non-urgent documents to be translated for other Institutions.

هناك نقطة جديرة بالاهتمام ، و هي أن مديرية الترجمة تطبق خمس طرق للترجمة كما يلي:
What translation methods does the DG for Translation use? The traditional method: An in-house translator with the target language required translates the document, often with the help of computer-assisted translation tools (TWB/Euramis, IATE, etc). A second in-house translator revises it. The external method: The translation is created by a freelance translator and revised by an in-house translator with the target language required. The two-way method: An in-house translator whose principal language is the source language of a document (the one in which the original was written) and who has an excellent knowledge of the target language translates the document out of his or her principal language. The relay method: An in-house translator whose principal language is the source language of a document translates it into a relay language, usually English or French, known by another translator who then puts it into the requested target language. This method is used for uncommon language combinations such as from Estonian into Greek. The three-way method: An in-house translator translates from and into languages of which neither is his or her principal language, as, for example, where an Italian translator puts a text from Arabic into English.
