The boy gathered up his rod and the fish set off up the street.
هل هذا مصطلح : set off up

The only thing I can think of here is that the boy was fishing. When he finished finishing, he gathered up (or took) his fishing rod and the fish he had caught, and set off (or started his walk along) the street back to where he came from (up the street). This means that we have two phrasal verbs here
The first one is: gathered up, which means collected or simply took
The second one is: set off, which means started his trip of wlk to a place
The phrase "up the street" is a rather strange one; unlike the phrase "down the street", which is quite common in English. However, the phrase is supposed to indicate that the boy was going back to where he came from, or that the way back home was going upwards. It can also mean both
Finally, I don't know where you got this sentence from, but something is missing in the sentence. I feel it should go as follows
