كلمة الرئيس مبارك فى تكريم الدكتور البرادعى
"الإخوة والأخوات ..
"نلتقى اليوم تكريما للدكتور محمد البرادعى ..واحتفاء به ..إبنا بارا من أبناء مصر ، ونبتة طيبة من أرضها الطاهرة.
"أعبر لهذا الابن البار - بالأصالة عن نفسى وباسم شعب مصر - عن مشاعر التهنئة والاعتزاز ، بمناسبة فوزه المستحق بجائزة نوبل للسلام ، تقديرا لجهوده وجهود الوكالة الدولية للطاقة الذرية ، التى يضطلع بأعباء ادارتها بتميز واقتدار.
"تغمرنا جميعا مشاعر الفخر والاعتزاز .. فتلك هى المرة الرابعة لحصول أحد أبناء مصر على جائزة نوبل الرفيعة ..والمرة الثانية التى ينال فيها أحد أبناء الوطن جائزة نوبل للسلام .. بما لذلك من دلالات ذات مغزى .. تنهض دليلا على العطاء الحضارى المتواصل لهذه الأرض الطيبة .. وهذا الشعب العظيم.
"نال الرئيس محمد أنور السادات جائزة نوبل للسلام .. إعترافا بنفاذ بصيرته وتقديرا لشجاعته ومبادرته .. فتح الباب أمام عملية السلام فى الشرق الاوسط .. وأشاع الأمل فى منطقة خاضت سلسلة من الحروب استنزفت الكثير من مواردها وأرواح أبنائها.
"ذهبت الجائزة بعد ذلك لأديبنا الكبير نجيب محفوظ .. مفكرا مستنيرا .. وقلما مبدعا .. نفذ برؤيته الادبية لجذور مصر وشعبها .. وكانت كتاباته إنعكاسا لواقعها الاجتماعى والسياسى ..دافع عن القيم المشتركة للانسانية .. وخرج بالثقافة العربية وآدابها الى العالمية.
"واحتفلنا منذ ست سنوات بالدكتور أحمد زويل ..إبنا ثالثا من أبناء مصر .. لدى حصوله على جائزة نوبل فى الكيمياء .. فى دليل آخر على تنوع مجالات تميز المصريين ونبوغهم .. وقدرتهم على مواكبة أحدث علوم العصر وتقنياته المتطورة.
"إن لنا أن نباهى اليوم بهؤلاء النابغين من أبناء الوطن ..ولنا أن نفاخر بانتمائهم وانتمائنا لهذا البلد العريق ..وأن نزهو بطعاء مصر وأبنائها لمنطقتها العربية وللعالم.
"إن مشاعرالمباهاة والاعتزاز تتجاوز هويتنا كمصريين ، الى هويتنا العربية والإسلامية .. فى وقت تتعرض فيه هذه الهوية لمحاولات النيل منها ، والتقليل من شأنها ، والتشكيك فى قدرتها على التعامل مع معطيات عالم متغير..وملاحقة تطوراته المتسارعة.
"تنادى مصر بأن تقترن الدعوة للامتثال لمعاهدة منع الانتشار ، بدعوة مماثلة وجهود حثيثة لضمان عالمية المعاهدة ، وانضمام كل من لم ينضم حتى الآن لهذا الصك الدولى الهام ..ولقد طرحت منذ سنوات طويلة مبادرتى لاعلان منطقة الشرق الأوسط منطقة خالية من السلاح النووى ومن كافة أسلحة الدمارالشامل..حفاظا على أمن وسلام هذه المنطقة الذاخرة بالأزمات .. وأمن وسلام العالم.
"تؤكد مصر كل هذه المواقف فى مختلف المحافل الدولية ..وتحث على التعامل مع هذه القضية الهامة دون تمييز أو انتقائية أو ازدواج فى المعايير.
"اننا فى مصر حريصون على تعزيز استفادتنا من الاستخدامات السلمية للطاقة الذرية ، وهو حق تكفله أحكام معاهدة منع الانتشار للدول أطرافها .. ونرى فى ذلك النهج الامثل لتعزيز جهودنا على طريق التنمية والتقدم ، تحقيقا لتطلعات شعبنا لمستقبل أفضل.
"إن هذه التطلعات هى تطلعات مشتركة لكافة شعوب منطقة الشرق الأوسط ، تطلعات لا تتحقق إلا بسلام عادل وشامل ودائم ينهى الصراع العربى الاسرائيلى الى الأبد ويضع نظاما للامن الاقليمى يقوم على التكافؤ ويفتح الطريق أمام استقرار هذه المنطقة وأمام تعاون بناء بين كافة دولها وشعوبها.
الإخوة والأخوات ..
" تلك لمحات لبعض المسئوليات التى يضطلع بها هذا المصرى البارز ، والقضايا الشائكة والدقيقة التى يتعامل معها من موقعه الدولى الرفيع ، والدور الذى ينهض به تعزيزا لنظام منع الانتشار فى صلته بأمن العالم وسلام الانسانية.
" وقد زادت ظاهرة الإرهاب من تعقيدات وتشابك كل ذلك .. بات العالم منشغلا اليوم بخطر وقوع هذه الاسلحة المدمرة فى يد ارهاب أعمى لم يعد أحد محصنا من شروره أو بمنأى عن تهديداته ومخاطره.
"لقد صار التطرف والإرهاب سمة من سمات العصر ، وخطرا رئيسيا من مخاطره ، وتحديا أساسيا بين ما يطرحه هذا العصر من تحديات .. لم تعد النزاعات والحروب وحدها هى ما يهدد السلم والامن الدوليين.
"جاءت ظاهرة الارهاب لتضيف تهديدا جديدا لاسبيل لمواجهته سوى بتضافر جهود المجتمع الدولى والتسليم بضرورة التوصل الى تسويات عاجلة وعادلة لقضايا عالقة تغذى قوى التطرف والارهاب وتوفر لها الغطاء والذرائع.
"السيدات والسادة ..
"ليس هناك أنبل من السعى لسلام العالم واستقراره .. إننا وجميع الشعوب المحبة للسلام جادون فى السعى لذلك .. ننشد عالما أكثر أمنا وسلاما واستقرار .. ونظاما دوليا أكثر عدلا ..يحميه نظام فاعل للامن الجماعى فى اطار الامم المتحدة .. عالم لا تؤرقه مخاطر النزاعات والحروب .. لامكان فيه لاسلحة الدمار الشامل والارهاب .. يتسع لكل البشر دون تفرقة أو تمييز يتيح لهم الحياة الكريمة وينشر الخير للجميع.
"لقد كانت مصر - وسوف تظل - قوة اعتدال واستقرار لمنطقتها .. فتحت الباب أمام عملية السلام .. لاتدخر جهدا فى دفعها الى الامام .. تمضى فى نشر قيم التسامح .. تناهض الغلو والتطرف .. تواصل جهودها لتحديث مجتمعها .. لاتنعزل عن منطقتها وقضاياها وتنفتح على العالم من حولها باطمئنان وثقة.
"تلك هى مصر .. السادات ومحفوظ وزويل والبرادعى وغيرهم من أبناء وطن عريق .. بدأت حضارة الانسانية على أرضه ولايزال اسهامه متصلا لمنطقته وللعالم.
"تحية وتهنئة للدكتور البرادعى ..إبنا بارا من أبناء مصر..تحية لكل جهد مخلص يتفانى فى خدمة الوطن .. وتحية لشعب عظيم يتواصل عطاء أجياله جيلا بعد جيل.
وفقنا الله جميعا وسدد على الطريق خطانا.

Mubarak's speech in Dr. Al-Baradei honoring celebration, February 7, 2006
Brothers and Sisters,
We meet today to honor and celebrate Dr. Mohammad al-Baradei as a loyal son of Egypt and a good fruit of its good earth. On my own behalf and on behalf of Egypt's people, I would like to express to this loyal son of Egypt my feelings of congratulations and pride for his well-deserved winning of the Nobel Peace Prize in appreciation for his efforts and those of the International Atomic Energy Agency he distinctively and skillfully manages.
We are overwhelmed with all feelings of pride as this is the fourth time an Egyptian wins the lofty Nobel Prize and the second time an Egyptian wins the Nobel Peace Prize. This bears significant connotations that stand as an evidence to the sustained cultural contributions by this good earth and this great people.
President Sadat won Nobel Peace Prize in recognition of his farsightedness and in appreciation for his bravery and initiative through which he opened the door to the Middle East peace process and ignited hope in a region traditionally involved in a series of wars that drained down many resources and claimed many lives of its citizens.
Later on, our distinguished Novelist Naguib Mahfouz won the prize. As an enlightened thinker and innovative, Mahfouz dived with his literary vision deep into Egypt's roots and people. His writings mirrored its social and political realities. He defended the common values of humanity and pushed Arab culture and literature to the global arena.
Six years ago, we celebrated Dr. Ahmad Zeweil; the third Egyptian Nobel laureate, when he won Nobel Prize in Chemistry
This came as a further evidence to the fact that there is a variety of fields that show the excellence, genius of Egyptians as well as their ability to cope up with ultra-modern sciences and state-of-the-art technologies. Today, we have the right to boast of these genius countrymen; of their affiliation to this time-honoured country, as well as of the contributions made by Egypt and its citizens to the Arab area and the world.
Feelings of boasting and pride go beyond our identity as Egyptians to our Arab and Islamic identity, at a time when attempts are made to undermine and disparage such identity and to question its ability to address realities of a changing world and keep pace with its accelerating developments. Brothers and Sisters, Today, as we celebrate Dr. Mohammad al-Baradei, we do honour, through his person, several Egyptian geniuses, working and striving on Egypt's good earth or make contributions abroad in various international fields and forums.
One of those is Egypt's son whom we celebrate today. He has won our appreciation and that of the world for being an international expert on disarmament issues, outstanding diplomat, and an incumbent of a top-level position at the International Atomic Energy Agency. With his erudition and expertise, he contributes to enhancing nuclear non-proliferation regime and protecting humanity against its destructive hazards, including the closely-related and the maintenance of world peace and security. The choice of Dr. al-Baradei and the IAEA as co-winners of this year's prize is meaningful as the 60th anniversary of using a nuclear weapon for the first time in history of humanity has already elapsed. This choice was indeed expressive of the aspiration for sustained non-proliferation efforts and the hope for protecting the world against the horrors of nuclear arms and its destructive aftermaths. Egypt has always adopted stances in support of non-proliferation; respecting its obligation as a party to the Non-proliferation Treaty (NPT) as well as its obligations under the Safeguard Agreement signed with the IAEA. Egypt urges that the call for non-proliferation be coupled with a similar call for comprehensive and overall nuclear disarmament.
These are the two pillars of the Treaty, and the world peace and security will be never achieved in absence of both pillars. Egypt further urges that the call for abiding by the Non-proliferation Treaty should be coupled with a similar call and urgent efforts to ensure the universality of the Treaty and the accession to this important international instrument by all the States that have not yet done so. Several years ago, I launched my initiative to declare the Middle East free of nuclear and all mass destruction weapons so as to preserve security and peace in this region that is fraught with crises, as well as that of the world at large. Egypt confirms all these stances in various international forums and urges all to deal with this important issue without discrimination, selectivity or double standards.
We in Egypt are keen to enhance our benefits from the peaceful uses of atomic energy; a right that is guaranteed to the States Party by the provisions of the Non-proliferation Treaty. We see this as an optimum approach to enhance our efforts on the road towards development and progress so as to realize the aspirations of our peoples for a better future. These are common aspirations for the peoples of the Middle East.
These can be achieved only through just, comprehensive and lasting peace that puts an end for good to the Arab-Israeli conflict, develops a regional equilateral security regime and opens the road to the stability of this region as well as to constructive cooperation among all its countries and peoples. Brothers and Sisters, These are highlights to some responsibilities undertaken by this distinguished Egyptian citizen, along with the thorny and critical problems he deals with in his prestigious international position and the role he performs to enhance the non-proliferation regime as related to world security and peace of humanity. The phenomenon of terrorism has rendered all these increasingly more complicated and intertwined. The world is now engrossed with the risk of such destruction weapons slipping into the hands of irrational terrorism, from which no one now stands immune from its evils nor secure against its threats and hazards. Extremism and terrorism have become a characteristic of the age. It is now a major danger and challenge. Disputes and wars are no longer the only threats to international peace and security.
Terrorism adds a new threat that can be addressed only through concerted efforts by the international community and through recognition of the necessity to reach urgent and just settlements for pending issues that fuel and provide covers and pretexts for extremist and terrorist forces. Ladies and Gentlemen, There is nothing more sublime than to seek peace and stability for the world. We and all peace-loving peoples seriously seek them. We aspire for a more secure, peaceful and stable world, and a more equitable world order, protected by an effective collective system within the United Nations framework. Hopefully, this would be a world free of nightmares of disputes and war risks; a world free of weapons of mass destruction and terrorism; a world that accommodates all peoples without any segregation or discrimination, allows decent life and spreads welfare to all. Egypt has been and will remain a power of moderation and stability for its region. It has opened the door to the peace process, and still spares no effort to push it forward. It will continue to disseminate values of tolerance and to fight extremism. It pursues its efforts to modernize its society. It will not isolate itself from its region and its issues, and opens up to its surrounding world with re-assurance and confidence. It is Egypt to which belong Sadat, Mahfouz, Zeweil, al-Baradei and other components of a time-honoured nation, where civilization started, and ongoing contributions to the region and world are sustained.
Greetings and congratulations to Dr. Baradei as a loyal son of Egypt; greetings to every faithful effort dedicated to the service of the country. Greetings to a great people, where generation after generation continue to provide unceasing contributions. May Allah guide our steps May Allah's Peace and Mercy be Upon You
